DEC achieved this by an aggresive design that uses a lower-than-usual
voltage (3.5V), unusually thick metal layers in a three-layer design,
and very high power consumption (30 watts---one DEC engineer, in
response to a question about whether this chip would be suitable for
palmtops, replied that it might be more suited for building a toaster
oven).
